National Coach Works Snow Policy
General Guidance
National Coach Works, Inc. of Virginia will make a determination on the operation of its motor-coaches during inclement weather based upon weather forecasts, road conditions, and delays and/or closings of schools/government offices (OPM). The final decision as to the disposition of commuter motor-coaches rests with the management of National Coach Works, Inc. of Virginia.
National Coach Works commuter buses will not run in the mornings or evenings anytime the Office of Personnel Management (OPM) decides to shut down the federal government. In the case of a liberal leave policy for government employees, the management of National Coach Works will make a final determination/decision. In the event of snow or adverse weather in the early morning or afternoon that affects the commuter schedule, National Coach Works will make announcements via radio on WFLS 93.3, 96.9, 99.3, B101.5, and Thunder 104.5 in Fredericksburg. An email notification will also be sent out to message board subscribers via the company website.
Upon notification of any delayed opening or early closings of the federal government due to snow or other severe weather conditions, National Coach Works management will contact the conductors to make them aware of commuter schedule changes. PLEASE DO NOT CALL THE MARTZ FREDERICKSBURG OFFICE. We do not have the phone line capability to answer all of the phone calls that would be generated. Check the Martz website at www.martzgroupva.com and click on the message board icon or contact your conductor to find out the commuter schedule changes due to snow or severe weather conditions.
We are here to make your commute as pleasant and comfortable as possible. Please feel free to contact your conductor with any comments/suggestions and they will forward same to management.
Northbound Commuter Buses (Morning Routes)
In the event of snow or adverse weather conditions overnight or early in the morning that causes OPM to issue a delayed opening time for the federal government, all northbound buses will run their regular routes but will delay their departure times from their respective first commuter pickup lot by the number of hours indicated in the delayed opening set by OPM. For example, a two (2) hour OPM delayed opening of the federal government would result in each National Coach Works commuter bus delaying its first departure by two (2) hours.
Southbound Commuter Buses (Afternoon/Evening Routes)
For those mornings when National Coach Works operates a snow or adverse weather commuter schedule where OPM delays the morning opening of the federal government, National Coach Works will operate its regular full schedule for southbound service.
In the event snow or adverse weather begins during the day and OPM decides to shut down the federal government with an early closure, National Coach Works will start running commuter buses southbound every ten (10) minutes after the official early closure time established by OPM (opm.gov). Early closure southbound routes will begin at the Virginia and E Street stop. DC10 will operate on its normal schedule, route and stops. DC13 and the Pentagon Express will operate their normal routes and stops and will begin twenty (20) minutes after the announced time of the government shutdown. All other commuter buses will operate the DC2 route and pickups through town and will stop at the Route 610, Route 17, Route 3, and Route 208 commuter lots as required by the passengers. See below schedule as an example.
Example: Early closing commuter bus schedule starting ten (10) minutes after OPM orders a federal government shutdown (example shows a 2 p.m. OPM shutdown). NOTE: this is an example only and the actual start times will be based upon the actual OPM shutdown time.

Should a bus reach its passenger capacity level, i.e., the bus is full, that bus will not stop at designated stops once full but will display the "Bus Full" sign and continue to the southbound commuter lots.
